About the Session


Sheila Montney is someone I’m proud to call a friend and mentor, and I’m honored to welcome her as our guest for the next Jacksonville Lean Consortium Lean Leadership Series Webinar. Together we’ll explore how the Shingo Model™ is being applied inside local government — and what leaders across every sector can learn from it.



The Shingo Model is recognized around the world as the gold standard for organizational excellence. It’s applied in manufacturing plants, hospitals, nonprofits, professional services firms, government, and beyond; providing the framework designed to guide the transformation of an organization’s culture toward achieving ideal results.


Sheila Montney

Sheila Montney is the Founder and Managing Partner of Win Together®, dedicated to helping local governments build cultures of continuous improvement powered by people and process. Her career spans more than three decades in financial services, where she led large-scale transformations and operational excellence initiatives before turning her focus to the public sector.

Today, she works alongside city leaders and their teams to equip them with the tools, methods, and mindset needed to solve complex problems and transform how work is done.

Sheila led the first Shingo Prize Challenge by a Financial Services company in 2011, wherein State Farm Life received a Bronze Medallion. She served on the Shingo Institute’s Executive Advisory Board for 10 years and was inducted as a Life Member in the Shingo Academy in 2025.

 She holds a master's degree in Government from Harvard University, and proudly serves her own community as a local elected official on the Bloomington, IL City Council.

This session will be a fireside chat. Sheila will walk through the Model and share what she’s learned from leading it — the breakthroughs, the lessons, and the principles that prove out under pressure. From there, the conversation opens up to the audience.
